SOOP VOD timeline activation

It is made so that it's easier to see VOD in SOOP.

Watch VOD more conveniently with Waktimeline.

✅ Icon added in the play bar.
✅ When icon is clicked, timeline side bar is activated( Shortcut key: t )
✅ Collects timeline comments and orders them chronologically. Moved to the specific time when clicked.
✅ When the extension is clicked, you can easily open Waktaverse members' SOOP VOD page.

Waktimeline does not collect any data.
